Federal Laws to Protect Students

Family Educational Rights and Privacy Act (FERPA)
This is the foundational federal law pertaining to the privacy of students' educational records. FERPA regulates who may access student records and for what purpose, and outlines the regulations that must be followed when accessing the data. 

Protection of Pupil Rights Amendment (PPRA)
This amendment delineates the regulations the school districts and states are required to follow in administering to students surveys, analysis, and evaluations that are funded by the U.S. Department of Education. PPRA requires parental approval to administer such tools and ensures that school districts have established policies regarding the use of any data collected through them.

Children's Online Privacy Protection Rule (COPPA)
This rule imposes certain requirements on operators of websites, games, mobile apps or online services directed to children under 13 years of age, and on operators of other websites or online services that have actual knowledge that they are collecting personal information online from a child under 13 years of age.
