Minutes of Facilities Advisory Committee – August 7, 2006

The Budget Advisory Committee was invited to attend to hear the presentation.

 

1.         At a previous Facilities Advisory Committee meeting, the membership requested to hear the presentation that was made to the Board of Education last august regarding Energy Performance Contracting.  Carol introduced Bob Grant and Paul Darby of Atlantic Energy who made the Board presentation.  They explained what energy performance projects were, how they were approved by SEED, and what they could involve for the district.  Questions were asked about how this differs from the EEI contract which the District now has.  EEI is a program which involves teaching people how to control and contain energy usage.  Energy performance contracting involves structural work on the facilities themselves to improve the use of energy and make buildings more energy efficient.  Copies of their presentation were given to the members present.  A copy is on file in the District office.

 

2.         The Facilities Committee named Chris Miller as Chair.  The position of Recorder will rotate.

 

3.         The Board at its last July meeting revised the charge to the committees and would like a 5-year plan from the Budget Advisory Committee.  The Facilities Committee will work with this as well.

 

4.         Update on Disaster Recovery:  Angelo reported that the County really "had it together."  There was great coordination with evacuation and rescue.  The volunteers were incredible.  There was no water in the school buildings.  The athletic fields were tested.  First results were reported as safe.  (Addendum on 9/1:  additional testing was done so that the District could get corroborating reports and something in writing from the County and/or State Department of Health saying fields were safe.  This certification was received in a letter dated 8/24/06 from Claudia Edwards , Director of the County Health Department.)  FEMA, SEMO and other agencies used our facilities as relief coordination centers for victims to receive information and sign up.  Relief efforts are now centered out of Cedarhurst.  The pool is being used to run the Conklin Summer Swim program since the town pool has been affected by the flood.

 

5.       The Facilities Committee recommends that the Program Advisory Committee take the lead with the K-2, 3-5, 6-8, 9-12 Configuration study.  The Facilities Committee needs to know the Board's intent on the time schedule for potential implementation, if any; should it be the 2007-08 or the 2008-09 school year?  Chris Miller will attend the next Board meeting to ascertain their intent.

 

 

The next meeting of the Facilities Committee will be Monday, September 18, 2006 at 6:30 in the Board Room.
