Facilities and Capital Improvement Committee
(Jointly with Budget Advisory Committee)
July 31, 2008

Present: BCK representatives Lee Bearsch, Bob Costello, Ed Bernhauer and Rosanne Groff, Fiscal Advisors representative Ben Maslona, Jack Bell, Mark Bordeau, Ralph Schuldt, Jim Marean, Gerardo Tagliaferri, Jim Hull, Chris Miller, Jan Young, Mary Rader, Joe Kolanda.

 

* Minutes from May 19, June 16, July 1 and July 21 are distributed, reviewed and approved.

* Extensive discussion on "local share" of capital project.

* BCK's Groff distributes most up to date project cost work book. Worksheet now features two columns to indicate which portions of project are within NYSED construction cost allowances and incidental cost allowances. "When you exceed cost allowances, local share increases."

* Grounds shed has no cost allowance - it is entirely local share.

* Discussion on possibility of lowering incidental costs.

* BCK defines project based on what district wants to have.

* BCK advises that district should focus on its priorities and BCK wants to help minimize local share. Struggle to find final capital project number is not unique to SV.

* BCK notes a capital referendum is a request for approval to maintain hundreds of millions of dollars worth of property.

* Discussion on grounds shed - the only item left in project that is 100% local share.

* Discussion regarding current economic downturn and need to present to public as "tight a package as possible".

* Mr. Maslona says using current numbers, 91% of $26.2 million project is eligible for state aid.

* Lengthy discussion on pros and cons of removing certain items. Group wants access control and monitoring and security lighting IN the project.
* Some discussion of public information campaign.

Next meeting of the FAC with Board's Community Public Relations Committee is August 19, 2008, 6:00 p.m.
