Facilities and Capital Improvement Committee

Present: Dr. Renee Stalma, Ralph Schuldt, Brian Horton, Don Gerlach, Jack Bell, Jerry Derrick, Michael Pavlovich, Mary Rader, Gerardo Tagliaferri, Joe Kolanda, Chris Miller, Charles Hutchinson; (From BCK): Bob Costello, Ed Bernhauer.

Mrs. Miller opens meeting at 6:40 p.m.; hard copies of BCK presentation slides are distributed. Group is working to decide what to include in upcoming presentation to board of education. Group members provide input on slides.

BCK distributes summary of costs (referendum magnitudes)

Most recent major capital project was intended to be a three-part plan.

Prior capital projects discussed, along with length of time between referenda.

BCK says state recommends five-year capital project schedule. Group discusses other school districts that pursue more regular schedule of projects.

Group discusses presenting public information on projects; efforts to show why projects are needed and how they will benefit students/district.

Update on building aid ratio. It is now 90.6%.

Group discusses presentation of information on tax impact during upcoming BOE presentation.

Group receives and reviews handouts on Fiscal Advisors' summary of projections. BCK says this summary is culmination of series of spreadsheets distributed at previous FAC meetings. Mr. Bernhauer guides group through summary line-by-line. Group discusses various items.

It's been determined that the Conklin Center building is not on the historic registry. Because it was determined to be non-aidable, it was pulled from project consideration. Maintenance area now located at Conklin Center is proposed for inclusion in new storage building. There is discussion of the district making modest repairs to the Conklin Center building on its own roof and stairs, for example.

BOE presentation is scheduled for June 5. Facilities Advisory Committee Sub-Group to meet again May 29 to finalize board presentation.

Group discusses creation of capital reserve fund to lessen future taxpayer burden.
Next meeting of the FAC is June 16, 2008, 6:30 p.m.
