Minutes of the Facilities and Capital Improvement Committee

*                                          Mary Radar supplied census information she obtained from Bev Collins.

 

*                                          Eleanor Hamilton sat in as a representative of the Budget Advisory Committee.

 

*                                          Discussion was held on the amount of storage space needed.  Roland Doig mentioned an increased need for storage due to the state mandated tests for grades 3 thru 8.  It was also noted that in addition to the storage space Cedarhurst supplies, the athletic department needs must also be met as they use the gym and field there.   At this point in time, two critical needs would be filled by retaining the building and leasing out space.

 

*                                          Ken Hampton gave an update on current zoning for Cedarhurst.  Based on current zoning it may be used for: single family dwelling, multi-family dwelling, school, senior living center, medical provider, office space for medical, and daycare.  It was also noted that while zoning may allow for the uses, the State Education Department may not. 

 

*                                          The school still contains asbestos.  Although the district does not want any modifications made to Cedarhurst for leasing purposes, this information needs to be kept in mind.  It may also affect the value of the school or dissuade potential buyers/leasers.

 

*                                          Eleanor Hamilton discussed the Budget Committees desire for a 5 year plan.  This would tie in well with discussions the Facilities committee has had.  Fiscal Advisors was discussed again and the potential for a presentation to all the committees and the BoE.

 

*                                          It would be helpful to have the building maintenance costs for Cedarhurst over the past few years.  The building expenses are lumped together at CBO, but there should be a way to get this information.

 

*                                         Head Start is still interested in leasing space.  BOCES does not have any foreseeable need for space.

 

*                                          The appraisal information previously supplied was discussed and it was determined that, based on cost, the committee would recommend John Miller be hired to complete a summary appraisal on Cedarhurst for $2100.  This price was $600 less than a second appraiser contacted for the same service.  The appraisal should take ~4 weeks.

 

*                                          Discussion continued on what recommendations would be taken to the BoE at the November 2 meeting.  The hiring of John Miller should be added to the addendum.  The committee will recommend to the following:  the hiring of John Miller for a Summary Appraisal for $2100, support of a 5 year plan, revisiting the feasibility study, written response regarding authorized personnel removing items from the Relief Center, and a census be completed.

 

*                                          Next meeting:  Monday, November 13, 6:30-8:30 pm.  Committee members should bring first cut at timelines with them.
