Mrs. Young, Board President, called the meeting to order at 7:42 p.m.
RECORD OF ATTENDANCE Mrs. Bowers made a motion, seconded by Mrs. Hamilton, to accept into record the attendance for the July 10, 2006 Regular Meeting of the Board of Education. Upon vote the motion was approved unanimously. (9 yeses)
Middle School Word of the Month Mrs. Young read the Middle School Word of the Month "Reflection To look back at past experiences."
APPROVAL OF MINUTES Mrs. Bowers made a motion, seconded by Mrs. Hamilton, to approve the minutes
of the June 1, 2006 Special Meeting of the Board of Education. Upon vote the motion was approved unanimously. (9 yeses)
VOICE OF THE PUBLIC #1 Mrs. Mary Rader spoke regarding the SV Gymnasium Relief Efforts. The High School gymnasium is being used to collect and distribute donated items to flood victims. Mrs. Rader praised the efforts of teachers and staff for manning the tables. Mrs. Rader asked how long this could be kept open and if it would be possible to use space in Cedarhurst for this effort when the gymnasium is needed for sports. Mrs. Rader read two letters to the editor from former residents regarding the flooding. Mrs. Rader stated that we will survive and still be Susquehanna Valley.
Mrs. Holly Finch, Mr. Jerry Derrick, Mrs. Jen Lovaglia, Mrs. Mary Rader, Mrs. Christine Miller, and Mrs. Theresa Burns voiced their concern that parents do not know which elementary school their children will be attending in the fall. Parents were going to be informed by the end of the school year where their student(s) would be attending elementary school in the fall and there has not been any word yet. Mrs. Finch stated that Donnelly and Brookside students will be staying in their schools and it is only the Cedarhurst students who will be going to a different school. Mrs. Finch asked if it will be the Cedarhurst students moving next year if students have to be moved around due to class sizes. Mrs. Boyce explained that keeping families together, the time spent on the bus, and class sizes are used in determining which school students will attend. Mrs. Boyce also explained the Transfinder system which is used to map out bus routes. Mrs. Rader talked about the system used for bus routes when Ray Potter was Director of Transportation and stated that it has to be done equitably. Mr. Jerry Derrick asked what Sharleen Vascello's qualifications are for this position. Mrs. Boyce explained her qualifications. Mr. McGuigan explained that the Board met with Sharleen Vascello on June 27 and went over the maps and the routes. The Board had questions and asked Mrs. Vascello to relook at the maps and the routes. The flooding started the night of June 27. Mrs. Young stated that she takes full responsibility for the letters not going out by the end of the school year. Mrs. Young felt that in her opinion it was not done equitably and the Board asked that Mrs. Vascello go back to the drawing board. No one anticipated the delay that would occur. Mrs. Young stated that the letters would be going out as expeditiously as possible.
FINANCIAL REPORT Mr. McGuigan asked questions about revenue and expenses. Mrs. Bucek explained the journal entries. Mrs. Hamilton made a motion, seconded by Mrs. Moriarty, that the Board acknowledge receipt of the May financial reports. Upon vote the motion was approved unanimously. (9 yeses)
SUPERINTENDENT'S REPORT Mrs. Boyce
Resolutions Mrs. Hamilton made a motion, seconded by Mrs. Moriarty, to approve the following resolutions:
Cooperative Group Bid Milk/Milk Products/Ice Cream Products That be it RESOLVED, that the Board of Education of Susquehanna Valley CSD participate in the Cooperative Bidding for Milk/Milk Products and Ice
Cream for the school year 2006-07 with other school districts in New York State; and
BE IT FURTHER RESOLVED, that Mark Bordeau, Director of Food Services, Susquehanna Valley CSD, or
Designee be designated to receive and open said bids and
BE IT FURTHER RESOLVED, that the Board of Education of Susquehanna Valley CSD reserves the right to accept or reject any or all bids.
Cooperative Group Bid Paper and Miscellaneous Food Products That be it RESOLVED, that the Board of Education of Susquehanna Valley CSD participate in the Cooperative Bidding for Bidding for Paper, Grocery,
and Miscellaneous Bid for the school year 2006-07 with other school districts in New York State; and
BE IT FURTHER RESOLVED, that Mark Bordeau, Director of Food Services, Susquehanna Valley CSD, or
Designee be designated to receive and open said bids and
BE IT FURTHER RESOLVED, that the Board of Education of Susquehanna Valley CSD reserves the right to accept or reject any or all bids.
Policy #2504 2nd Reading - That School Board Policy #2504 Wellness Policies on Physical Activity and Nutrition be reviewed and approved effective June 29. Mrs. Haskell asked if the changes suggested at the June 1 meeting were incorporated into the policy. Mr. Yelverton stated that his suggestions for changes were in the June 1, 2006 minutes. Mr. Wilson reported that the recommendations were brought to the Health and Wellness Committee and will be put into the policy when the committee reconvenes in September.
Instructional Tenure That Anthony Ruffo be granted tenure in Elementary on September 7, 2006.

BOCES Classroom Rental That the Susquehanna Valley School District agree to provide Broome-Tioga BOCES with one Distance Learning classroom in the high school effective September 1, 2006, through June 30, 2007, at an annual cost of $5,000.
Donation That be it RESOLVED, that the Board of Education hereby accept the donation of $1625.38
from the Susquehanna Valley Booster Club for transportation and officials.
BE IT FURTHER RESOLVED, that the Board of Education extends its sincere appreciation for this generous donation to support our athletic programs.

Resolutions Mrs. Moriarty made a motion, seconded by Mr. Yelverton, to approve the following resolutions:
Internal Auditing Function Resolution That the Susquehanna Valley Central School District hereby establishes the Internal Audit Function, to be performed by staff personnel or independent contractors in accordance with Section 170.12 of the Regulations of the Commissioner of Education, and this function will
be operational on or before December 21, 2006. Furthermore, the Internal Audit Function shall include:
1.
Development of a risk assessment of School District operations;
2.
Review of financial policies, procedures, and practices;
3.
Testing and evaluation of one or more areas of the School DistrictÕs internal controls;
4.
An annual review and update of such risk assessments; and
5.
Preparation of reports, at least annually, which analyze significant risk assessment findings, recommend changes for strengthening controls and reducing identified risks, and specify time-frames
for implementation of such recommendations.
The Internal Auditor shall report directly to the Susquehanna Valley Central School District Board of Education.
PDP Annual Plan That the District's 2006-07 Annual Professional Development Plan be approved as submitted.
Summer Transportation That Whereas, the Susquehanna Valley Central School District did open for public bid according to General Municipal Law, the following bid: 06-07:3, Summer Transportation and whereas, the bids were publicly opened and read on July 5, 2006 at 10:00 a.m. in the BOCES CBO Business Office, be it RESOLVED, upon the recommendation of the Director of Special Services and the Purchasing Agent, that the bid for Summer Transportation be awarded to Serafini Transportation at a bid price of $33.74 per trip for one student to Tioga Learning Center and Southern Tier Medi Van at a bid price of $50.00 per trip for one student to Columbus Learning Center.

Mrs. Young asked why the salaries were the same for the two positions. Mrs. Boyce explained that their background and education were the same but she will check into the salaries.
Health Insurance Consortium Renewal That the Susquehanna Valley Central School District shall continue the Extension of Benefits agreement which continues health insurance benefits from April 1, 2006, through March 31, 2007.

Create and Fund Reserve Mr. Yelverton made a motion, seconded by Mrs. Moriarty, that WHEREAS there was a natural disaster and the scheduled Board meeting of June 29, 2006 could not be held until July 10, 2006
the Board of Education approves the following reserve resolution as of and effective June 29, 2006:
BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, that Susquehanna Valley Central School District Board of Education establish a Retirement Contribution Reserve Fund per General Municipal Law
6-p.
RESOLVED, upon the recommendation of the Superintendent of Schools, that $240,000 be transferred into the Retirement Contribution Reserve Fund (A-82700). Source of the funds is the Unappropriated/Unreserved Fund, A-
91100.

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, that Susquehanna Valley Central School District Board of Education establish an Employee Benefit Accrued Liability Reserve Fund per General Municipal Law 6-p. The purpose of this fund is to pay accrued benefits due to employees upon termination of
service.
RESOLVED, upon the recommendation of the Superintendent of Schools, that $500,000 be transferred into the Employee Benefit Accrued Liability Reserve Fund (A-83000). Source of the funds is the Unappropriated/
Unreserved Fund, A-91100.
Upon vote the motion was approved unanimously. (9 yeses)
Mrs. Boyce reported that a dividend check has been received from Utica National. Mrs. Boyce provided Board members with a copy of an explanation on Transfinder Transportation Management System capabilities.
The Board discussed setting time aside on the agenda for the July 20 meeting to get input on uses for Cedarhurst. The Board decided that something would be written up for the paper and the web site asking for suggestions and it would discussed at a future meeting.
Mrs. Boyce reported that the NYSSBA Annual Convention is being held in NYC this fall. Money was not budgeted for this so if Board members would like to attend they will have to pay their own expenses.
Mrs. Boyce gave an update on the buildings and grounds. The grounds in front of Donnelly and the High School/Middle School complex were pressure washed. Mr. Yelverton asked how the school grounds were designated as debris drop off points. Mrs. Boyce explained that a Conklin town official authorized the dumpsters to be placed there. Mrs. Boyce reported that the athletic fields at the High School/Middle School, except for the High School football field and running track, were under water. Due to health and safety concerns related to the flooding the athletic fields are closed until further notice. The fields will be professionally evaluated for safety. Mrs. Boyce will work with Town of Conklin officials, FEMA, and the State Education Department on funding to pay for this.
BC Security has provided an armed officer for FEMA and the Red Cross while they are at the High School. FEMA could be there for another month.
ASSISTANT SUPERINTENDENT'S REPORT Dr. Stalma
Dr. Stalma reported that the Summer Enrichment Program will be starting. Registrations are still being accepted.
BOARD OF EDUCATION DEVELOPMENT REPORT Mr. Yelverton and Mrs. Hamilton were registered to attend the NYSSBA Academy for Public School Governance in July. Their registration will be changed so that they can attend in September.
VOICE OF THE ADMINISTRATORS Mr. Wilson reported on location changes for some of the summer sports camps.
Mr. Storm talked about the support during the flood, how Mark Gorgos helped people evacuate on the helicopters. Mr. Yelverton talked about how the school facilitated community effort.
Executive Session Mrs. Hamilton made a motion, seconded by Mrs. Bowers, that the Board of Education meet in
Executive Session to discuss personnel and litigation. Upon vote the motion was approved unanimously. (9 yeses)
At 9:38 p.m. the Board recessed
At 9:55 a.m. the Board met in Executive Session
At 12:10 a.m. the Board returned to Regular Session
MOTION TO ADJOURN Mrs. Young made a motion, seconded by Mr. Pollock, that the meeting be adjourned.
Upon vote the motion was approved unanimously. (9 yeses)
There being no further business, Mrs. Young adjourned the meeting at 12:12 a.m.
