Mrs. Young, Board President, called the meeting to order at 7:05 p.m. and led the salute to the American flag.
RECORD OF ATTENDANCE Mr. Finch made a motion, seconded by Mrs. Bishop, to accept into record the attendance for the May 5, 2005 Special Meeting of the Board of Education. Upon vote the motion was approved unanimously. (8 yeses)
Brookside Character Education Word of the Month Mrs. Young read the Brookside Character Education Word of the Month "Honesty."
APPROVAL OF MINUTES
Mrs. Bowers made a motion, seconded by Mrs. Bishop, to approve as amended the minutes of the April 21, 2005 Regular Meeting of the Board of Education. Upon vote the motion was approved unanimously. (8 yeses)

SUPERINTENDENT'S REPORT Mr. Stank
Presentation Mr. Steve Taylor, Excellus Blue Cross/Blue Shield, gave a presentation on the "Step Up" program.
Special Education Recommendations Mrs. Bowers made a motion, seconded by Mrs. Hamilton, that the
Susquehanna Valley Board of Education:
* Authorize the 15 services recommended on CSE list dated March 23, 2005.
* Authorize the 2 services recommended on CSE list dated April 5, 2005.
* Authorize the 18 services recommended on CSE list dated April 6, 2005.
* Authorize the 15 services recommended on CSE list dated April 13, 2005.
* Authorize the 16 services recommended on CPSE list dated April 20, 2005.
* Authorize the 1 service recommended on CSE list dated April 21, 2005
* Authorize the 4 services recommended on CPSE list dated April 22, 2005
Upon vote the motion was approved unanimously. (8 yeses)
Wall of Donors Mrs. Pflanz-May made a motion, seconded by Mrs. Hamilton, that the following wall tile inscription be
approved for the Wall of Donors:
"In Loving Memory of Betti and Steve Charsky"

Field Trip Permission Mrs. Bowers made a motion, seconded by Mr. Finch, that the following class field trips be
approved:
* Grade 3 trip to the Kopernic Science Center in Vestal, NY, on June 8, 2005 from 8 a.m. to 1:30 p.m.
* Grade 5 trip to the Burnett Park Zoo in Syracuse, NY, on June 8, 2005, from 8 a.m. to 4 p.m.
Upon vote the motion was approved unanimously. (8 yeses)
Instructional Leave of Absence Mrs. Moriarty made a motion, seconded by Mrs. Bishop, that Julia Anselm, Donnelly teacher, be granted a paid/unpaid maternity leave of absence, effective June 6, 2005, through the 2005-06 school year. She will use sick time, personal time, and Family and Medical Leave. Upon vote the motion was approved unanimously. (8 yeses)
Resolution Authorizing Participation in NYSMEC Mrs. Pflanz-May made a motion, seconded by Mrs. Bowers, that
WHEREAS, Article 5-G of the New York State General Municipal Law authorizes municipal corporations to enter into cooperative agreements for the performance or exercise of services, functions, powers or activities on a cooperative or
contract basis amount themselves or one for the other.
WHEREAS, Section 199-n of the General Municipal Law defines the term "municipal corporation" for the purposes of Article 5-G as a county outside the city of New York, a city, a town, a village, a board of cooperative educational services,
fire district or a school district.
WHEREAS, Susquehanna Valley Central School District is a "municipal corporation" as defined above;
WHEREAS, this Board has reviewed the Municipal Cooperation Agreement For Energy Purchasing Services to be dated the 1st day of May, 2005, among municipal corporations collectively identified as the New York School and Municipal Energy Consortium (ÒNYSMECÓ), and wishes for this municipal corporation to become a Participant therein upon the terms of the Agreement and further wishes to authorize participation as a [natural gas] [electricity] [natural gas and electricity] consumer for the term ending April 30, 2007, for all natural gas participants, and April 30, 2010 for all electric
participants.
NOW THEREFORE, BE IT RESOLVED that the Board hereby determines that it is in the interests of the Susquehanna Valley Central School District (hereinafter "Participant") to participate in the NYSMEC, authorizes and directs the President of the Board of Education to sign the Agreement on its behalf and further authorizes its officers and employees to execute such other documents and take such other actions as may be necessary or appropriate to carry out the intent of this resolution;
and
BE IT FURTHER RESOLVED that the Participant agrees to participate in the municipal cooperative bids for the purchase and delivery of [natural gas and electricity] pursuant to the Agreement for the term ending April 30, 2007 for all natural gas
participants; and April 30, 2010 for all electric participants; and
BE IT FURTHER RESOLVED that the Participant authorizes the Administrative Participant (as defined in the Agreement) to prepare, advertise, disseminate and open bids and to award contracts for the purchase and delivery of natural gas and/or electricity on behalf of the Participant, in accordance with such bid specification, to the lowest responsible bidder as is
determined by the Administrative Participant or to reject any or all such bids; and
BE IT FURTHER RESOLVED that the Participant agrees to advertise and bid as may be directed by the Administrative
Participant; and
BE IT FURTHER RESOLVED that the officers and employees of Participant are authorized to execute such other
documents and take such other actions as may be necessary or appropriate to carry out the intent of this resolution.
Upon vote the motion was approved unanimously. (8 yeses)
SAT Advisors Mrs. Bowers made a motion, seconded by Mrs. Hamilton, that R.J. Robertson and Frances Simkulet be compensated at $1,000 each for completing their duties teaching SAT review classes. Upon vote the motion was approved unanimously. (8 yeses)
School Tax Reimbursement Mrs. Hamilton made a motion, seconded by Mrs. Moriarty, that the following tax refund be
approved due to notice of change of assessment by the Broome County Real Property Tax Service:

Mr. Stank informed the Board that the voting machines the school has will not work for the upcoming vote on May 17. The District is looking into borrowing machines or using paper ballots.
ASSISTANT SUPERINTENDENT'S REPORT Mr. Melamed
Leave of Absence Mrs. Bowers made a motion, seconded by Mrs. Pflanz-May, that Theresa Sarnicola, computer lab assistant, Donnelly, be granted an unpaid leave of absence effective June 8 through June 22, 2005. Upon vote the motion was approved unanimously. (8 yeses)
Resignation School Nurse Mr. Finch made a motion, seconded by Mrs. Moriarty, that the resignation of Kara Zimmerman, R.N. school nurse, Brookside, be accepted effective June 24, 2005. Upon vote the motion was approved unanimously. (8 yeses)
Resignation Bus Driver Mrs. Pflanz-May made a motion, seconded by Mrs. Hamilton, that the resignation of Mary Griffin, bus driver, be accepted effective June 30, 2005. Upon vote the motion was approved unanimously. (8 yeses)
Resignation Senior Typist Mr. Finch made a motion, seconded by Mrs. Moriarty, that the resignation of Nancy Mangino, senior typist, High School, be accepted effective April 20, 2005. Upon vote the motion was approved unanimously. (8 yeses)
Secretary Athletic Department Mrs. Bowers made a motion, seconded by Mrs. Hamilton, that the permanent appointment be approved of Nancy Mangino, as secretary, Athletic Department, at the rate of $10.00 per hour, effective April 20, 2005. Upon vote the motion was approved unanimously. (8 yeses)
Salary Correction Sr. Typist Mrs. Bowers made a motion, seconded by Mrs. Bishop, that the hourly rate of pay for Judy Bidwell, Temporary Sr. Typist, High School, be changed from $7.50 per hour to $7.69 per hour, effective retroactive to October 12, 2004, with the additional $.15 per hour (8-week increment, per contract), effective retroactive to December 1, 2004. Upon vote the motion was approved unanimously. (8 yeses)
BOARD DEVELOPMENT REPORT Mrs. Moriarty reported on the Board Presidents/Vice Presidents Roundtable that she attended. Mrs. Young was unable to attend the Roundtable because she had to attend the poetry recitation at Brookside.
Voice of the administrators Mr. Wilson reported that the spring sports season is quickly coming to an end. Mr. Wilson also reported on how the teams are doing.
Mrs. Simpson reported that the Brookside poetry recitation was held on April 27. The Drama Club performed on Friday, April 29. Space Day was celebrated today. The art show will be held May 6.
Ms. Charsky reported that Donnelly had a Reading Fair last week. On Friday, April 29 a parent night was held with a beach theme. Class plays are coming up. May is assessment month. The 4th grade math test is next week.
Mrs. Kline reported that the Special Education Department has been visiting other area high schools to see their Resource Classrooms.
Mr. Daniels reported that the senior class trip went well. A group of students went to Washington, D.C. and that trip went well also. The Talent Show will be held next week. The National Honor Society induction is being held next week. Becca Wiggins has been named Athlete of The Week in the Press & Sun-Bulletin.

discuss personnel and negotiations. Upon vote the motion was approved unanimously. (8 yeses)
At 7:25 p.m. the Board recessed.
At 7:43 p.m. the Board met in Executive Session.
At 9:03 p.m. the Board returned to Regular Session.
MOTION TO ADJOURN Mrs. Bowers made a motion, seconded by Mrs. Hamilton, that the meeting be adjourned. Upon vote the motion was approved unanimously. (8 yeses)
