Mrs. Young, Board President, called the meeting to order at 7:00 p.m. and led the salute to the American flag.
RECORD OF ATTENDANCE Mrs. Moriarty made a motion, seconded by Mr. Finch, to accept into record the attendance for the February 3, 2005 Special Meeting of the Board of Education. Upon vote the motion was approved unanimously. (6 yeses)
Brookside Character Education Word of the Month Mrs. Young read the Brookside Character Education Word of the Month "Tolerance/Acceptance (including understanding and compassion)."
APPROVAL OF MINUTESMrs. Hamilton made a motion, seconded by Mrs. Pollock, to approve the minutes of the January 20, 2005 Regular Meeting of the Board of Education. Upon vote the motion was approved unanimously. (6 yeses)

SUPERINTENDENT'S REPORT Mr. Melamed Special Education Recommendations Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the Susquehanna Valley Board of Education: * Authorize the 20 services recommended on CSE list dated January 5, 2005. * Authorize the 1 service recommended on CSE list dated January 10, 2005. * Authorize the 19 services recommended on CSE list dated January 12, 2005. * Authorize the 18 services recommended on CSE list dated January 19, 2005. * Authorize the 9 services recommended on CPSE list dated January 21, 2005. * Authorize the 1 service recommended on CSE list dated January 25, 2005. Leave of Absence Mrs. Pflanz-May made a motion, seconded by Mrs. Moriarty, that Bridget Bevacqua, teacher, Cedarhurst, be granted a maternity leave of absence anticipated for April 8 through June 24, 2005. She will use sick time, personal time, sick bank, and Family and Medical Leave. Upon vote the motion was approved unanimously. (6 yeses)

Long-Term Substitute Teacher Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the emergency conditional appointment be approved pending fingerprint clearance and criminal background check of Laurie Silfee, assignment at Brookside, during Tonia Warpus' leave of absence to begin February 28, 2005, through the remainder of the 2004-05 school year, at a $179.95 per diem with no sick days or personal days. Upon vote the motion was approved unanimously. (6 yeses)
Leave of Absence Mrs. Moriarty made a motion, seconded by Mrs. Hamilton, that Giulio Porcari, elementary teacher, Donnelly, be granted a paid medical leave of absence to care for his mother, effective December 10, 2004, through January 7, 2005. He will use sick time, and Family and Medical Leave. Upon vote the motion was approved unanimously. (6 yeses)
Leave of Absence Mr. Finch made a motion, seconded by Mrs. Pollock, that Jodie Bell, elementary teacher, Cedarhurst, be granted a paid medical leave of absence to care for his newborn son, effective March 14 through April 11, 2005. He will use sick time, and Family and Medical Leave. Upon vote the motion was approved unanimously. (6 yeses)
ASSISTANT SUPERINTENDENT'S REPORT Mr. Melamed In-House Substitute Teacher 2004-05 Mrs. Pollock made a motion, seconded by, Mrs. Pflanz-May, that Susan Davis, teacher aide, Cedarhurst, be appointed as an in-house substitute teacher for her master teacher, effective February 4, 2005. Upon vote the motion was approved unanimously. (6 yeses)
Substitute Food Service Helper Mr. Finch made a motion, seconded by Mrs. Moriarty, that the emergency conditional appointment be approved of Michele Manger as substitute food service helper, at a rate of $6.25 per hour, effective February 7, 2005, pending fingerprint clearance and criminal background check. Upon vote the motion was approved unanimously. (6 yeses)
Emergency Conditional Reappointment Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the reappointment be approved of Rhonda Sharak, Substitute Teacher Aide, as an emergency conditional appointment, pending fingerprint clearance and criminal background check, effective February 4, 2005. Upon vote the motion was approved unanimously. (6 yeses)
Mr. Melamed reviewed the 5th grade Social Studies testing results. Mr. Melamed reviewed the test results that have come in so far on the air at Cedarhurst, and correspondence that has been sent and will be sent to teachers, staff, and parents regarding the situation. Mrs. Pflanz-May suggested that parents in the District be reminded of the procedures to follow if they have a problem.
Mr. Melamed reminded Board members to fill out the NYSSBA 2005 Member Services Assessment in their packets. The NYSED Midsouth Regional Forum will be held April 7, 2005. The SV Winterguard will be hosting their 8th annual "Sport of the Arts" Winterguard Show on March 19, 2005.
Mr. Melamed provided the Board with information on a registered sex offender residing in the District.
BOARD DEVELOPMENT REPORT No Report
Voice of the administrators Ms. Charsky reported that the 4th grade ELA testing was completed this week.
Ms. Simpson also reported on the 4th grade ELA testing. The PTA provided survival kits to students taking the exam. The early dismissal last Friday allowed building initiative work to be done.
Mr. Tagliaferri reported on the 8th grade ELA and science testing. Congratulations to Stacy DiRienzo, Math Teacher, on the birth of her daughter; Sandy Morgan, Math Department Chairperson, for the birth of her grandchild; and condolences to Valerie Hamlin, Resource Room Teacher, on the passing of her father.
Mrs. Kline reported on the meeting held with Rebecca DeBottis, SETRC Coordinator, BOCES. There has been good news on the test scores for special education students.
Mr. Hutchinson reported on the exam week at the high school. Everyone is now focusing on the second semester.
Mr. Callahan reported that Cedarhurst will hold its Rigatoni Dinner on February 24, the DARE program will start February 14, Peer Leaders will be coming to the school to talk with students, and Finch Hollow will be visiting the 2nd grade.
CORRESPONDENCE Mrs. Pflanz-May reported on correspondence sent on behalf of the Board. Sympathy cards were sent to Theresa Prozeralik, Teacher Aide, Cedarhurst; Jennifer King, 1st grade Teacher, Cedarhurst; and Melissa Simpson, Physical Education Teacher, Brookside; congratulations to Jodie Bell, 2nd grade Teacher, Cedarhust, for the birth of his son; and get well card to Terry Blackman, 3rd grade Teacher, Brookside.
NEW BUSINESS Mrs. Moriarty reported that she met with Dr. Busch to finalize the community forum night for the superintendent search. It will be held February 22 in the high school library.
Mrs. Pollock requested that Executive Session be started before the Open Session of Board meetings. She would like to see Executive Session start at 6:15 or 6:30 pm and the Open Session continue to start at 7:00 pm. Mrs. Moriarty voiced her support of this, saying that anything talked about in Executive Session that needed to be voted on in Open Session could then be voted on while there is an audience there. Mrs. Young replied that she would like to wait until Richard Stank, Interim Superintendent, is back before discussing this.
Mrs. Hamilton stated that she agrees with Mrs. Pflanz-May that parents in the District should be reminded of the procedures to follow if they have a problem. Mrs. Hamilton suggested that yearly air testing be done in all the buildings. Mrs. Young stated that this would have to be referred to Angelo Ranieri, Director of School Facilities, and that she would like to see the budget impact of doing yearly testing.
Mrs. Pflanz-May stated that she has received a request that the Board minutes be posted on the District's website. Mrs. Young replied that this something to discuss with Don Gerlach, Director of Technology.

Official's exit stirs pay issue at SV, Unused vacation time debated Dawn Shannon's vacation time. Cedarhurst School tested for mold, Parents had complained of their children feeling ill. Student headed to nursing forum Laurel Shirk to participate in the National Youth Leadership Forum on Nursing. Boys basketball Norwich 80, SV 69 (overtime). Cedarhurst parents air concerns about air quality.
EXECUTIVE SESSION Mr. Finch made a motion, seconded by Mrs. Moriarty, that the Board of Education meet in Executive Session to discuss personnel and a pupil/personnel matter. Upon vote the motion was approved unanimously. (7 yeses) At 7:42 p.m. the Board recessed. At 7:55 p.m. the Board met in Executive Session. At 8:31 p.m. the Board returned to Regular Session.
The Board discussed the setup for the strategic planning work session scheduled for February 10.
MOTION TO ADJOURN Mr. Finch made a motion, seconded by Mrs. Pollock, that the meeting be adjourned. Upon vote the motion was approved unanimously. (7 yeses)
