Mrs. Young, Board President, called the meeting to order at 7:00 p.m. and led the salute to the American flag.
RECORD OF ATTENDANCE Mrs. Hamilton made a motion, seconded by Mr. Storm, to accept into record the attendance for the October 7, 2004 Special Meeting of the Board of Education. Upon vote the motion was approved unanimously. (5 yeses)
Brookside Character Education Word of the Month Mrs. Young read the Brookside Character Education Word of the Month "Respect Maintain self-respect in the face of a devastating experience." D. W. Moffett
VOICE OF THE PUBLIC Mr. David Finch provided the Board with a copy of a letter from Lt. Dale Hamilton, Broome County Sheriff's Office, which states that Lt. Hamilton does not feel the bus stop at the intersection of Burts and Sullivan Road is safe. Mr. Finch talked about Mr. Richard Jones, Commissioner of Public Works, Kirkwood, wanting to look at the turnarounds with the town engineers and the school to see if they can be widened. Mrs. Young asked if there has been any progress getting the speed limit changed on the road. Mr. Finch explained that it can only be changed by 10 mph at a time and that it could take a few months to do. Mrs. Young reported that she has signed the contract with Keystone Associates for the transportation safety review. If the bus stop is deemed unsafe by the study, changes will be made. Mr. Finch asked if he could receive a copy of the study. Mrs. Young and Mr. Paske replied that he could. Mrs. Darlene Finch asked if the District has considered getting a turnaround in the middle of Burts Road. Mrs. Young asked if this suggestion has been given to Sharleen Vascello, Director of Transportation. Mrs. Finch replied that it has not. Mr. David Finch stated that his neighbor has a second driveway and would put a turnaround there. Mrs. Young stated that the District should get the study done and then go from there. Mr. Jerry Derrick stated that the study will not say whether the stop is safe or unsafe, it will say if you are in line or if something is deficient. Mrs. Young stated that if something comes back deficient, it is unsafe. Mr. Ken Hampton reported that at the last Board meeting it was stated that the bus stop was safe and that the consultant was brought in after a resolution between the District and the parents could not be reached regarding the bus stop. Mr. Hampton asked who makes the decision whether a stop is safe. Mrs. Young stated that the Board did not decide it was safe, that recommendations from the bus driver and the Director of Transportation are taken under advisement. Because there was concern regarding some bus stops the transportation safety review is being done.
SUPERINTENDENT'S REPORT Mr. Paske
Instructional Retirement Mrs. Hamilton made a motion, seconded by Mr. Finch, that the retirement of Matthew LaBrutto, fifth grade teacher at Brookside, be accepted effective October 5, 2004. Upon vote the motion was approved unanimously. (5 yeses)
Instructional Appointment Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that Felicia Roma be appointed 5th grade teacher (2004-05 assignment at Brookside), effective September 21, 2004, at a salary of $33,471 with a three year probation and eligible for tenure September 21, 2007. Upon vote the motion was approved unanimously. (5 yeses)
Instructional Resignation Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the resignation of Rebecca Severcool, Speech-Language Pathologist at Brookside be accepted effective at the end of the business day October 29, 2004. Upon vote the motion was approved unanimously. (5 yeses)
Resignation Mr. Storm made a motion seconded by Mrs. Hamilton, that the resignation of Robyn Wood, School Psychologist, be accepted effective at the end of the business day October 15, 2004. Upon vote the motion was approved unanimously. (5 yeses)
Leave of Absence Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that Terry Blackman, Brookside elementary teacher, be granted a medical leave of absence effective November 22, 2004, through an anticipated date of January 21, 2005. He will use sick time, sick day bank, and Family and Medical Leave. Upon vote the motion was approved unanimously. (5 yeses)
Leave of Absence Mrs. Hamilton made a motion, seconded by Mrs. Pflanz-May, that Joan Hebb, Brookside elementary teacher, be granted a medical leave of absence effective September 22 and 23, 2004. She will use sick time, and Family and Medical Leave. Upon vote the motion was approved unanimously. (5 yeses)
Wall of Donors Mrs. Hamilton made a motion, seconded by Mrs. Pflanz-May, that the following wall tile inscription be

Mr. Paske reminded the Board that there will be a BTSBA meeting on October 13 and Coughlin and Gerhart will be holding a seminar on "Labor and Employment Law Update" on October 20.
Mr. Paske reported that legally money can be put aside in the 2005-06 budget for the printing of the History of the District book as long as students and faculty from the art department put some chapter headings and/or art work in the book. Money from the sale of the book would be a donation to the District. Mrs. Young stated that Mrs. Rader is having the committee meet to discuss the art department putting the work in the book.

Substitute Custodian Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the appointment be approved of Denis Copp as substitute custodian, at a rate of $6.75 per hour, effective October 8, 2004. Upon vote the motion was approved unanimously. (5 yeses)
Lifeguards Mr. Storm made a motion, seconded by Mrs. Pflanz-May, that the following lifeguard appointments be approved, at $6.50 per hour, and effective October 8, 2004: Alycia Mullins, Nicole Ragard. Upon vote the motion was approved unanimously. (5 yeses)
Secretary Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the provisional emergency conditional appointment be approved of Tammy Manning as secretary, currently assigned at the High School Guidance Office, at a rate of $11.00 per hour, effective October 25, 2004, pending fingerprint clearance and criminal background check. Resignation School Nurse Mr. Storm made a motion, seconded by Mrs. Pflanz-May, that the resignation of Beverly Lamberton, R.N., school nurse, Cedarhurst, be accepted effective October 13, 2004. Upon vote the motion was approved unanimously. (5 yeses)

Mrs. Shannon provided the Board with the 2004-05 Schedule of Presentations for Board meetings. Mrs. Shannon gave Part 1 of the presentation on "Student Performance Data Where are we now," reporting on the 2004 Math 4 and 8, and ELA 4 and 8 exams. Mrs. Shannon also reported on the Superintendent's Conference Day being held on October 8.
BOARD DEVELOPMENT REPORT Mrs. Young reported on Open House at Brookside. Mrs. Hamilton reported on Open House at Cedarhurst.
Voice of the administrators Mrs. Simpson reported on Open House. The 5th grade Social Studies test is coming up. The collaborative teams are working well. Mrs. Simpson also reported on a new project started by a small core of parents - "Books for Birthdays." A book may be purchased for the school library for a student's birthday. Mrs. Kline reported that this has been a getting to know people month. She has visited all the buildings to meet people. Mrs. Kline also reported on training her staff has received. The CSE chairs will be meeting at Susquehanna Valley later this month.
Mr. Daniels reported on successful homecoming events. Mr. Daniels reported that Jamilynn Poletto has been named a Commended Scholar. Brandi Carter has been named a class act by the Press & Sun-Bulletin. Mr. Wilson reported on a 60 minute fitness program at Donnelly that was done through a grant from Nickelodeon. Mr. Wilson also reported on a conference he attended in Utica and the fall sports.

Mrs. Young reminded everyone of the upcoming fundraisers for the Chem Free After Prom Party - The Gateway Welcome Center and the golf tournament.
Mr. Hull reported that Cedarhurst is getting national exposure for the ink cartridge return program.

discuss negotiations, and a personnel matter. Upon vote the motion was approved unanimously. (8 yeses)
At 8:20 p.m. the Board recessed.
At 8:40 p.m. the Board met in Executive Session.
At 9:23 p.m. the Board returned to Regular Session.
MOTION TO ADJOURN Mrs. Pflanz-May made a motion, seconded by Mr. Finch, that the meeting be adjourned. Upon vote the motion was approved unanimously. (5 yeses)
